Beyond Prince William County
Virginia Needs a Statewide Moratorium
The data center crisis isn't limited to one county. Communities across Virginia are facing the same threats to their water, power, and quality of life. It's time for the Commonwealth to act.
Take Action Now
Sign the Statewide Petition
CCAN Action Fund is leading the push for a statewide pause on new data center approvals across Virginia. Add your voice to the growing chorus of Virginians demanding accountability before more approvals are rubber-stamped.
This petition is organized by CCAN Action Fund and will be delivered to Virginia state legislators.
Why Statewide Action Is Needed
County-by-county resistance is necessary — but not sufficient. Data center developers simply move to the next jurisdiction when one county pushes back. Only state-level action can close that loophole.
Shared Water Resources
The Occoquan Reservoir serves drinking water to over 2 million Northern Virginians across multiple jurisdictions. A single county cannot protect a shared watershed alone.
Statewide Grid Strain
Dominion Energy's territory covers most of Virginia. The power demand from data centers drives rate increases and grid reliability risks that affect every Virginia ratepayer — not just those in PWC.
Regulatory Arbitrage
Without statewide standards, developers play localities against each other, threatening to relocate if any single county imposes meaningful conditions. A moratorium ends that leverage.
Cumulative Impact Studies
No single county can commission or compel the comprehensive, multi-jurisdictional environmental and infrastructure studies that are needed. Only the Commonwealth has that authority.
Virginia Localities Already Acting
Prince William County is not alone. Across Virginia and the country, communities are demanding a pause.
Loudoun County, VA
2025Enacted a moratorium on new data center approvals to assess cumulative impacts on water, power, and community character — setting a landmark precedent for the entire region.
Prince William County, VA
2026Citizens and advocacy groups are demanding a 12-month deferral of all new data center SUPs, rezonings, and proffer amendments pending comprehensive impact studies.
Durham County, NC
2026Approved a moratorium on data center approvals to assess cumulative impacts on the community.
Pima County, AZ
2026Passed a 120-day moratorium on future data center projects amid concerns about water use in an arid region.
The Moment Is Now
Virginia legislators are watching. The more voices that speak up — from Prince William, Loudoun, Fauquier, and beyond — the harder it becomes to ignore. Sign the statewide petition and share it with every Virginian you know.
